Why Digital Accessibility Matters
In April 2024, the U.S. Department of Justice announced updated regulations to Title II of the ADA, setting new standards for digital accessibility. These changes require public institutions like BSC to ensure all digital content—including websites, apps, course materials and social media—is accessible by April 2026.
The goal: to remove barriers and ensure that everyone, including individuals with disabilities, has equal access to digital content and tools.
BSC is committed to complying with these standards to support student success and uphold legal and ethical responsibilities.
Accessibility Standards: WCAG 2.1 (AA)
We are aligning our digital content with the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA. These standards include:
- Alternative Text for Images – Describes images for users relying on screen readers.
- Keyboard Navigation – Enables full navigation using a keyboard.
- Captions & Transcripts – Ensures videos are accessible to users with hearing impairments.
- Screen Reader Compatibility – Guarantees that content is understandable using assistive technologies.
- Color Contrast & Readability – Improves visibility for users with visual impairments.
- Descriptive Link Text – Helps users understand the purpose of a link without extra context.

BSC has established a cross-departmental Digital Accessibility Team, including subgroups focused on:

For Faculty and Staff
Best Practices for Creating Accessible Content
Whether you’re building a website, uploading a syllabus, or designing a flyer, follow these guidelines:
- Use alt text for all images and infographics.
- Ensure videos include accurate captions or subtitles.
- Avoid using scanned PDFs when possible.
- Use Adobe Acrobat or Microsoft Word to create accessible PDFs. Remember to run the Accessibility Checker and fix errors.
- Use descriptive hyperlink text (e.g., “Apply for Aid” instead of “Click Here”).
- Check color contrast and font readability.
- When using third-party tools or materials, verify WCAG 2.1 or 2.2 compliance with vendors.
